Evaluation Methodology |
• Data collection : The 31 indicators were chosen for their ability to explain occurrences, extent of representing sectors, independence, and ease of data gathering. • Standardization : In order to calculate a composite index and make an international comparison indicators were standardized at the same scale to overcome their differences in measurement units and distribution. (Re-scaling) • Missing value : When data is missing in indicators, it is replace by that of the previous year and the one before the previous year in case missing value occurs for two years. If data is not available for over two years, mean values of the raw data over the last five years are used. • COSTII composition : COSTII is calculated by the sum of the five dimensions.
