Introduction

  • The National Science and Technology Mid-and Long-term Plans consists of five or more years of the mid- and long-term plans operated by all government
    departments including The Science and Technology Basic Plan, which is the highest standing national plan in science and technology and is established every 5 years
    according to Framework Act on Science and Technology (the Science and Technology Basic Law). Those plans contain both official- and non-official plans. The former
    is regularly established according to laws and the latter is other for implementing major government projects without legal basis.
    Knowledge-based system for S&T medium-and long-term plans aims at for linking and coordinating macro-and micro-scopic information at the national level.
    For the purpose, the knowledge-based system identifies the systematic linking structure of all of the mid-and long-term plans submitted by each government
    department and The Science and Technology Basic Plan. In addition, it consistently accumulates, manages, and utilizes newly released plans.
  • Enhancing policy effectiveness by supporting scientification of S&T policy establishment and coordination

Major Functions

  • (1) Continuously monitor any changes and developments of the mid-and long-term plans of all the department in S&T areas
    (2) Establish a structure of information input and management with a view to supporting investigation and in-depth analysis of the S&T mid-and long-term plans
    (3) Identify a linked structure of the each department’s mid-and long-term plans and the national S&T basic plan and present the structure as a map.
    (4) Provide detailed information of the each department’s mid-and long-term plans such as the department in charge, program period, a legal basis, an authorizing
        organization, relevance to the national S&T basic plan, policy and technology areas, objectives of the plan, and top priority projects
