Introduction

  • Budget: The section provides a variety of statistical data and analytical information which is required to make rational and efficient decisions in a process of the
    government R&D budgeting

    Investigation & Analysis: The section produces comprehensive, integrated, multifaceted analytical data on the current status and results of R&D activities.
    This requires methodical investigation of the national R&D programs

    Performance: Investigation & Analysis of the national R&D programs identifies major research performance such as publications, patents, royalties, and
    commercialization. Those performances are analyzed quantitatively in detail and then used as a basic data guiding the government’s investment and policy decision.

    Evaluation: Each government department evaluates its own R&D programs being conducted under its auspices and the MSIP (Ministry of Science, and ICT and Future
    Planning), an umbrella organization, reviews then the resulted evaluation. The evaluation results are used as a basis for budget allocation and coordination

Major Functions

  • Budget: For the service, an integrated database has been built up on the government departments’ budget requests of the running programs including the mid- and
    long-term program plans, issue tables, budget deliberation information, the program’s investment proportion by field, and budget history. The section displays the
    detailed and wide range of information by specific program such as the program’s basic information and overview, mid- and long-term plans, investigation and
    analysis, performance of patents and publication, evaluation, and legal basis. In addition to such fragmentary information in the form of text, the section provides
    comprehensive information covering the full-cycle of the programs from forecasting to evaluating and coordinating.

    Investigation & Analysis: The section provides information on the programs and projects conducted on the past year, which will be used as a basic data of budget
    allocation and coordination. Each project is classified by various norms such as technology areas, purposes, and R&D stages, to name a few, and the classified results
    are visualized as diagrams explaining the R&D investments in a diversity of aspects. The every part of the diagrams is linked to detailed information of the projects.

    Performance: Performance data of patents and publications with specifications gathered through investigation & analysis are displayed by year. Three-year-
    performance for each program is provided with charts and documents and if a user clicks on any part of the chart, correspondent information of performance are
    automatically shown up in detail, in connection with the related project.

    Evaluation: The section provides evaluation results of the national R&D programs with summary reports. They are produced both by the government department
    implementing them and the upper tier evaluating organization. Evaluation results contain performance indices, evaluation statements, opinions by index, and
    compliance measures generated by the upper evaluating organizations.
